Gloriana is a neighboring state — inspired by Georgia — that Rockstar has referenced through in-game license plates and road signs. That confirms it exists within the GTA universe, but Rockstar has NOT confirmed whether players will actually be able to travel there. Treat anything beyond "it's been referenced" as speculation until Rockstar says more. (A second rumored state, Goodtime, has also been spotted on plates.)
